Is Brazil investment grade without world class security, infrastructure?

The PE folks at the Farm had a few specific questions: 

 

How did Rio+20 go as a possible warm up in security for the 2014 World Cup, and 2016 Olympics? We are hearing that there was not enough 3G capacity, that the networks were overloaded for the CEOs, Heads of State, etc. 

Has the Brazilian judiciary adopted best practices in use of video evidence to increase conviction rates, following the example of recent Olympic host UK? I had some conversations with my former Stanford Law staff around this, looking up studies in the library.
